It can be quite hard to achieve as it does require a fair bit of familiarity with the game to pull off, but it's definitely intended as an extra challenge for our most avid veggie-lovin' vampires. Regarding the achievement, yes, it does imply playing the game all the way up to defeating Dracula without ever having your house destroyed, and your assumption is also correct - starting a new save will allow you to attempt the achievement as many times as you'd like. It would be nice if there was an option to turn off or skip the tutorial / information pop-ups that appear in the first week.
